It's true that Kouga has a human form with wolf-like abilities, but you can clearly see by his mannerisms, he holds no real human emotion or sentiment as humans should. Everything about Kouga is based on animal instinct - the fight for survival of one's own kin. While he may harbor affections for Kagome, he holds no care for other living things, and cares only for his clan making it out alive. His animal "instinct" also explains the way he battles: with no strategy or thought, he ruthlessly rushes into a fight, using brute strength and tremendous speed.
